Logan – The walls are up and ready to develop the store for Target, but it took under two years for the walls to start going up.

While tearing down the Cache Valley Mall, construction needed to tear down the building in the most safest way to not get debris on the road or to nearby business.

Construction crews used recycled concrete material from the Cache Valley Mall for new walls.

Mike DeSimone is the director of community development for the city of Logan.

“They did that on site,” DeSimone explained. “They were able to grind it up, and they’ve used that for other things. The steel gets recycled, taken out, recycled, and then they try to recycle other materials. And whatever’s left goes to the dump.”

To be up to date with the city codes, construction put in water lines, sewer lines, storm drainage and power lines, as well as new parking areas and bases.

“Installing new infrastructure that would be water lines, sewer lines, storm drainage, power lines, new parking areas, new parking base, things like that,” DeSimone added. “So it takes time.”

With all of these variables, it affects how fast or slow construction proceeds with the next plan of building new stores and apartments.

“Generally, the time frame…is driven in part by the contracts of the demolition work and the contract of new construction. A lot of that is predicted upon when target wants to start and what their anticipated opening date is.”

In each construction plan there are phases, and phase one for Target is putting up walls for the store.

“As I understand it from the ownership team, they’re eventually going to build some housing units on the east side, and then around the southeast side of the big box store,” said DeSimone. “They’re working on a plan on the due south of Target. Originally, they had proposed and we’d approved a hotel with some additional retail or commercial space. That’s changed, and think the latest plan is to put in more commercial space and not put in a hotel.”

The plan for using the space of where Cache Valley Mall used to be is building Target, apartments and putting in different commercial stores in the area.

The opening date for Target and having everything built is undetermined but it seems that construction is going fast to meet their own deadline they have with Target.
