LOGAN — A 32-year-old North Logan man has been arrested and charged with multiple counts of domestic violence, reportedly occurring over the past eight years, according to law enforcement. George Arthur Neel was booked last week into the Cache County Jail.

Neel appeared Monday afternoon in Logan’s 1st District Court. He was charged with two counts of aggravated kidnapping, a first-degree felony; three counts of aggravated assault and three counts of aggravated child abuse, all second-degree felonies; six counts of domestic violence in the presence of a child, three counts of aggravated assault, one count of aggravated kidnapping, one count of stalking, all third-degree felonies; along with misdemeanors for violating a protective order and assault.

According to arrest documents, the alleged victim contacted officers with the North Park Police Department, claiming multiple incidents of domestic violence and child abuse, suffering substantial emotional distress and fear for their safety. She described episodes of strangulation, pushing, hitting, various threats, violent confrontations, manipulation, and emotional abuse.

The woman provided photographs taken from one of the most recent occurrences, showing bruising on her face. She also gave detectives a recorded phone call, where the defendant allegedly admitted to being physically violent at least eight times.

Police interviewed Neel on Wednesday, Oct. 11. During questioning he claimed that he couldn’t remember what happened, saying he had an issue with long term memory and difficulty remembering things. He also admitted to using medical marijuana on a regular basis and believed that had contributed to his memory loss, according to the probable cause statement.

During Monday’s hearing, Neel asked the court to release him so he could contact his attorney. He claimed the alleged victim no longer lived in the area.

Cache County deputy attorney Joshua Nemeth asked the court to reject Neel’s request for release. He said the nature of the charges were “egregious and extremely concerning.”

Judge Angela Fonnesbeck agreed with Nemeth, saying based on the charges, there is substantial concern that Neel would be a threat to the community. She ordered him to remain in jail and appear next Monday.
