CACHE COUNTY – At their regular meeting on July 14, the members of the Cache County Council are slated to vote whether to establish a regional recreation center feasibility study committee.
Under the provisions of proposed Resolution 2026-25, that committee would act as a directing body for all third-party experts, architects or consultants involved in the recreation center study effort. That panel would also study the associated needs, constraints and other factors involved in establishing and running a countywide recreation system.
The ultimate goal of the study committee would be to deliver a feasibility report by Mar. 1, 2027 that details the proposed center’s amenities, estimated budget, potential site locations and other recommended actions or methods of organization for a county-wide recreation system.
The July 14 vote on the study committee will be another opportunity for county and local municipality officials to begin to combine their efforts to construct a joint regional recreation center, a direction that Council Member Keegan Garrity strongly supports.
“It’s a shame we don’t have a countywide library system and our waste management services are fragmented across various cities in the county,” Garrity explains. “But we don’t have to follow the same path for a rec center!
“Collectively, we can avoid unnecessary and costly redundancy by building a rec center that everyone can enjoy.”
The county entered into a contract with VCBO Architecture in January of 2025 to conduct Phase 1 of a comprehensive, countywide indoor recreation center feasibility study. If approved, the proposed study committee would now be responsible for overseeing Phase 2 of that effort.
The composition of the study panel would include at least one and no more than three members of the Cache County Council and six advisory members appointed from throughout the county.
Phase 1 on the feasibility study indicated that the amenity most desired by the public is an indoor pool, according to Garrity.
“I don’t see any other way to pay for that other than a bond … so it will need to be put to a vote,” he adds. “This November is too soon to pull everything together, so my recommendation would be to include it during the presidential election in 2028.
“I recognize there are folks who don’t think we should have a rec center at all. But for those that do, they should have a clear understanding of how much it will cost – not just to build, but also to operate – so they know what they would get for their money.”
The Cache County Council will meet at 5 p.m. in the Council Chambers in the Cache County Historic Courthouse at 199 North Main Street in Logan.
