BRIGHAM CITY — A 37-year-old Brigham City man is being held without bail after police say he sent explicit images to a 16-year-old girl and attempted to meet her at a local grocery store. 

Joseph Stewart Borrowman was arrested on suspicion of enticing a minor, nine counts of distributing harmful material to a minor, and three drug-related charges, including distribution and possession of a controlled substance. 

According to an affidavit of probable cause, Borrowman sent two sexually explicit images to a female on Facebook Messenger on March 16. After the girl stated she was 16, he initially apologized. When the girl replied that she “didn’t care,” Borrowman allegedly sent nine additional explicit photos and videos of himself. 

The two arranged to meet at a local Smith’s Marketplace. Police say Borrowman instructed the teenager to wear black, red or “anything see-through,” adding that they would return to his home to smoke marijuana and vape. 

Brigham City Police officers arrested Borrowman as he walked from his house toward the store. During a police interview, he admitted to communicating with the minor and sending the photos. The Brigham City man reportedly told investigators he knew his actions were wrong but “wanted to see if she was real,” claiming he planned to lecture her about the dangers of meeting older men online. 

According to court records, Borrowman has multiple convictions for theft, forgery, attempted robbery, and possession of a dangerous weapon by a restricted individual. He is currently booked in the Box Elder County Jail.

Individuals arrested and charged in complaints are presumed innocent unless or until proven guilty beyond a reasonable doubt in court.
