LOGAN — A 31-year-old Utah County man has been arrested after driving to Logan to allegedly try and rape a 9-year-old girl, according to law enforcement. Victor Dionicio-Narcizo was booked Monday into the Cache County Jail after arriving at a prearranged location and finding police waiting for him.
According to the arrest affidavit, Dionicio-Narcizo began chatting with an undercover officer from the Logan City Police Department in June. The officer was pretending to be the father of a young girl.
Dionicio-Narcizo allegedly messaged the officer and expressed a desire to meet in person for the purpose of sexually abusing the 9-year-old child. He continued to send messages describing in graphic detail how he wanted to rape the girl.
The undercover officer replied to the messages and offered to meet in person at a designated spot in Logan. He also requested that the suspect bring sour candy for the child as a gift.
On July 29, Dionicio-Narcizo was observed arriving at the appointed location in a vehicle registered in his name. He then sent a text to the undercover officer that he arrived, the probable cause statement described.
Law enforcement immediately surrounded the car and took Dionicio-Narcizo into custody without incident. Inside the vehicle they found two bags of sour candy, a bottle of baby oil, and two cell phones.
While being questioned at the police department, Dionicio-Narcizo admitted to chatting with the undercover officer for the purpose of meeting up and raping the 9-year-old girl. He also confessed to viewing child pornography on his phone.
Dionicio-Narcizo was arraigned on Wednesday in Logan’s 1st District Court. He was charged with four counts of attempted sodomy on a child, two counts of attempted rape of a child, and aggravated sexual abuse of a child, all first-degree felonies; along with six counts of enticing a minor, a second-degree felony.
Cache County Deputy Attorney Andrew Crane asked the court to hold Dionicio-Narcizo without bail. He said the suspect posed a significant risk to the community if released.
Judge Brian Cannell ordered Dionicio-Narcizo to remain jail and appear again in court with an attorney on August 12.
Individuals arrested and charged in complaints are presumed innocent unless or until proven guilty beyond a reasonable doubt in court.
