LOGAN – At their regular meeting on Aug. 5, the members of the Logan Municipal Council extended an invitation to all city residents to attend the scheduled Truth in Taxation Meeting on Thursday, Aug. 7.

That state-mandated event, which is scheduled for 6 p.m. in the Logan Municipal Council Chambers, will give local residents an opportunity to comment on a proposed tax increase and a tentative city budget of more than $218 million for the 2025-2026 fiscal year.

Under Utah’s Truth in Taxation law, governing entities are required to disclosure and hold hearings whenever they propose to increase property tax revenues.

It’s a “revenue-driven” law, meaning the requirement for a hearing is based on the taxing entity collecting more revenue than the previous year, not just on changes in the tax rate. 

“This process is mandated by the state legislature,” Mayor Holly Daines explained in her previous budget message. “Unless the city raises the property tax levy through Truth in Taxation, property tax revenue from all existing taxpayers remains flat.

“We believe it is better policy to raise the property tax levy through small incremental increases, rather than through large property tax rate corrections done periodically. To that end, we are proposing to raise the general fund and library property tax levies by approximately 3 percent.”

The city’s budget for 2025-2026 was tentatively passed unanimously with little comment or input during a previous council meeting on June 17, pending public input at the scheduled hearing on Aug. 7.

If the proposed budget is approved, Logan City would receive an additional $169,779 in property tax revenue per year as a result of the tax increase, according to City Finance Director Richard Anderson.

In term of impact on city residents, the tax increase would mean that the property tax on an average $518,000 residence would go from $254.99 to $262.68, an increase of $7.69 per year.

For business owners, the tax on a $518,000 enterprise would increase from $463.61 to $477.60, which is a jump of $13.99 per year.
