LOGAN — A 41-year-old former staff member at the Cache Valley Youth Center, already in prison for sexually abusing a juvenile inmate, has confessed to another sexual crime that happened in 2005. Wesley Kendall Allen accepted a plea deal and will now wait to see whether or not he has to serve any additional time.
Allen appeared Monday, Oct. 30, in Logan’s 1st District Court. He pleaded guilty to an amended count of forcible sexual abuse, a second-degree felony.
After Allen was originally arrested in January, a woman contacted the Logan City Police Department, reporting that Allen raped her in 2005. The woman said she was around 17-years-old at the time.
The woman told police how she was going through a trying time in her life with a past abusive relationship. Allen was a police officer at the time and reportedly aware of the girl’s difficult home life.
The victim said, at the time the crime occurred, Allen invited the girl to his Smithfield apartment. He showed her a Kama Sutra book and then raped her as she allegedly refused. The woman said she was fearful of the suspect, partly due to his ties to law enforcement.
Police verified that Allen was a reserve officer at the time the crime reportedly occurred. They also learned he had been terminated from several places of employment for inappropriate sexual behavior between 2007 and 2022.
Allen was originally arrested for sexually abusing a juvenile inmate at the youth center in 2022, where he was an employee. He later pleaded guilty to object rape, a first-degree felony; two counts of forcible sexual abuse and one count of sexual exploitation of a minor, both second-degree felonies; and witness tampering, a third-degree felony. He was sentenced to serve a term of eight-years-to-life at the Utah State Correctional Facility.
During Monday’s court hearing, Cache County Deputy Attorney Ronnie Keller explained that as part of the plea deal, Allen admitted to enticing or coercing the other victim to have sex with him at the time. Attorneys for both sides will also recommend any prison time in the newest crime run concurrently with the defendant’s existing sentence.
Allen spoke briefly, telling the court he was “guilty” to the charge.
Judge Spencer Walsh accepted Allen’s plea deal but explained that he was not bound by any sentencing recommendation. He ordered the defendant to appear again in court for sentencing Dec. 11.
