LOGAN – At their regular meeting on Aug. 6, the members of the Logan Municipal Council approved increased fees for solid waste disposal for city residents and businesses.
After reviewing the Solid Waste Cost of Services Study — prepared by MSW Consultants of Orlando, FL and delivered to council members on July 16 — they unanimously approved Resolution 24-26 outlining the new fee structure for city solid waste disposal services.
The goal of that study was to identify the cost of the operating the Logan Environmental Department with in-city collections only; compare exiting revenue sources to full costs; and identify rates for user groups to cover those costs.
For residents, the cost of solid waste disposal services will be going up by about $.50, from $15.40 to $15.90 for weekly pick-up of a 60-gallon trash container. The same additional fee would apply to a 90-gallon trash container, rising from $17.65 to $18.15.
The cost of weekly pick-up of city green waste containers, however, would drop from $5 per month to $4.
The cost study had suggested that current residential rates for solid waste disposal were unsustainable. In comparison to other municipalities in Cache Valley, Logan was charging $15.40 for a weekly pick of a 60-gallon trash container compared to $22 in Hyde Park, $24.90 in Smithfield, $20 in Wellsville and $21.49 in North Logan.
Council members also approved a 15 to 25 percent increase in commercial solid waste disposal fees depending on the size of each businesses’ dumpster.
Also affecting businesses, the roll-off charges for permanent containers would increase by about 44 percent (from $126 per pull to $182) and charges for temporary containers would increase by more than 78 percent (from $126 per pull to $225).
Those residential and commercial fees are set to take affect in September of this year.
Also under the new rates, landfill tipping fees will increase from $30 per ton for general refuse to $38 per ton and the fees for construction debris, tree stumps and soil will increase from $34.50 per ton to $38 per ton.
Those landfill rates will take affect in September and remain unchanged through July 1, 2026. After that date, the landfill fees will increase to $40 per ton.
At the meeting on Aug. 6, city officials emphasized that rate increases were required to maintain the financial health of Logan’s solid waste enterprise for the future.
Logan Mayor Holly Daines pointed out that waste disposal fees had not been increased since 2018 and that the rising cost of labor, equipment and fuel over the past few years made the proposed fee increases necessary.
