LOGAN — A 42-year-old Millville man was arrested Thursday on multiple felony charges after a woman reported being sexually assaulted multiple times during the past 14 years. Jacob Stephen Neeley was booked into the Cache County Jail following an investigation by the Cache County Sheriff’s Office. 

According to a probable cause affidavit, the alleged victim initially reported the abuse to deputies on Jan. 2. She told investigators the incidents began in 2011. At the time of the first incident, she was caring for a newborn and a 3-year-old child. 

The woman stated that Neeley, who she was in a relationship with, would abruptly subject her to unwanted sexual contact, ignoring her verbal protests and physical attempts to push him away. She reported that Neeley would often wait for her to fall asleep before assaulting her again. She stated she sometimes allowed the abuse to happen in the hope that he would eventually leave her alone. 

The alleged victim recounted vivid memories of similar abuse also occurring in 2013 and 2022. 

Neeley was taken into custody on March 26. He refused to speak to investigators, requesting to speak with an attorney. 

Neeley was arraigned Monday afternoon in Logan’s 1st District Court, appearing by web conference from jail. He was charged with three counts of object rape, a first-degree felony. 

Cache County deputy attorney Aaron Jossie asked the court to hold the suspect without bail noting the allegations had occurred over the course of many years. 

Judge Angela Fonnesbeck ordered Neeley to remain temporarily behind bars and appear for a bail hearing April 8.  

Individuals arrested and charged in complaints are presumed innocent unless or until proven guilty beyond a reasonable doubt in court.
