LOGAN — A 55-year-old Logan man already on probation for trying to extort and harass a woman has been arrested again for allegedly exposing himself, according to law enforcement. Kenneth Dwayne Romine was booked Sunday, July 28, into the Cache County Jail.
According to an arrest report, Cache County Sheriff’s deputies received a complaint from a woman claiming she felt uncomfortable and scared due to the behavior of an individual who was renting a room from her. The suspect, later identified as Romine, had been watching a movie in the shared room of the home several weeks ago.
The woman described how he was sitting on a couch and wearing a robe. As the movie continued, the woman noticed Romine had allegedly removed the robe and was inappropriately touching himself. She jumped up and left.
The alleged victim told deputies that she had waited to report the incident because she was scared of retaliation or escalating the behavior. She also provided text messages with the suspect, where he allegedly acknowledged to upsetting her.
Deputies questioned Romine, who denied removing his robe and touching himself during the movie. They later learned he was a registered sex offender.
According to court records, Romine was convicted of lewd acts with a child under 14-years-old. The conviction occurred in California in May 1995.
After moving to Cache Valley, Romine admitted to sexual extortion of an adult and stalking. In December 2023, he was sentenced to 151 days in jail and two years probation.
Monday, Romine was arraigned in Logan’s 1st District Court, appearing by web conference from jail. He was charged lewdness by a sex-offender, a third-degree felony.
Judge Angela Fonnesbeck ordered Romine to remain in jail without bail, expressing concern the suspect was already on probation at the time the crime allegedly occurred. She ordered him to appear again in court August 5.
Individuals arrested and charged in complaints are presumed innocent unless or until proven guilty beyond a reasonable doubt in court.
