LOGAN — A 41-year-old Logan man convicted three times of secretly watching women undress has been ordered to serve one year in jail. Jordan M. Larsen was sentenced after a judge called his behavior “atrocious.”

Larsen was sentenced Wednesday morning in 1st District Court. He had previously accepted a plea deal in the latest case, pleading guilty to one count of voyeurism by electronic equipment, a class A misdemeanor.

Larsen was arrested March 2 after North Park Police officers were called to a North Logan Department store, on report of a male individual who was seen putting his phone under the dressing room stall as a female was changing. However, once law enforcement arrived, he had reportedly fled the store on foot.

Larsen turned himself into the North Park Police Department a day later. He admitted to officers that he had placed the phone under the dressing room stall and recorded a six second video.

Court records show that Larsen is already on probation after trying to record girls in a dressing room at the Cache Valley Mall, and filming under women’s skirts on the USU campus. The crimes occurred in 2016. He was also arrested in Davis County by Farmington police on similar crimes in 2019.

During Wednesday’s sentencing, the latest victim described the shock and trauma she’s felt since Larsen filmed her. She said the crime was going to have a long term effect and wanted the harshest possible sentence.

The woman’s testimony had an impact on Judge Brian Cannell, who admitted that he was trying to decide whether or not to sentence Larsen to jail or require him to receive sex-offender treatment. He said that after listening to the victim, the defendant deserved to be incarcerated.

Larsen acknowledged that he has a problem. He told the court how he felt terrible for what he did and that the victim deserved justice.

Defense attorney Ryan Holdaway said his client should be punished due to the serious nature of the charges. He worried though that Larsen needed treatment to get to the root of his addiction since he would one day be released.

Judge Cannell ordered Larsen to immediately be taken to jail. He refused to give any credit for time previously served but said he would consider treatment after six months. A review hearing was scheduled for Nov. 30.
