LOGAN – During a recent budget presentation to the members of the Logan Redevelopment Agency, a city official provided an update on the sale of the Plaza 45 property on Main Street.
Part of the so-called Center Block Project that created the Carol and Jim Laub Plaza in downtown Logan, the structures at 41/45 North Main Street have been sold to Vastra Properties, LLC, according to Kirk Jensen, the city’s economic development director.
That sale, which had been pending since 2022, will boost the RDA’s budget by more than $1.5 million, Jensen added.
A real estate management firm located in Providence, Vastra Properties reportedly plans to develop the Plaza 45 structure for food service and office/retail spaces.
A building permit for additional modifications to the interior of the Plaza 45 complex was issued by city officials in March of 2025 and that work is now underway.
The Plaza 45 complex consists of two joined buildings – 41 North Main and 45 North Main – immediately south of the Laub Plaza.
Since the Center Block Plaza project was approved in spring of 2021, Logan’s redevelopment agency has invested more than $4.3 million in the plaza project, including about $1.3 million for the demolition of the vacant Emporium building and adjacent structures to the north; about $2.1 million for construction of the public plaza; around $400,000 for the portable ice rink; and about $440,000 for construction of an outdoor stage and an administration building.
City officials also requested another redevelopment grant in the amount of nearly $1.6 million for the remodeling of the Plaza 45 complex.
Much of that expense was offset by donor contributions solicited by Mayor Holly Daines, including $1 million from the Jim and Carol Laub Family Foundation and Cache Valley Electric as well as sizable gifts from other foundations, the Cache County RAPZ tax and local philanthropists.
During the construction of the Laub Plaza, city officials preserved and remodeled the structures at 41 and 45 North Main, considering them ideal locations for restaurants or retail outlets to complement the public plaza.
In a request for proposals issued by city officials in January of 2022, the Plaza 45 property was listed as consisting of two building storefronts.
Built in 1919, the structure at 41 North Main has nearly 2,000 square feet of space that includes a small mezzanine. Additionally, there is a small basement that connects to the adjacent building.
Of far more recent construction, the larger structure at 45 North Main has nearly 20,000 square feet spread among three floors.
There is also a 3,686- square foot basement and the building’s second and third stories top 41 North Main’s west wall, effectively augmenting that structure’s ground-level square footage.
