SALT LAKE CITY – Gov. Spencer Cox has appointed Jefferson Moss to serve as the next state executive director of the Utah Governor’s Office of Economic Opportunity (GOEO).
In that role, Moss will oversee statewide efforts to promote business development, innovation and economic strategy.
Currently serving as majority leader in the Utah House of Representatives, Moss will step down from his legislative duties on May 30 and begin acting as interim director of the GOEO until his appointment is confirmed by the Utah Senate.

“He’s been a driving force behind many of Utah’s most forward-thinking initiatives,” Cox said, explaining the motivation for his appointment of Moss.
“I’m confident that he’ll lead the Governor’s Office of Economic Opportunity with the same vision, energy and commitment.”
Moss has been a lawmaker since 2017. His previous public experience included serving the Utah State Board of Education and on the city council and planning commission of Saratoga Springs.
Moss holds an undergraduate degree in Political Science and a master’s degree in business administration from Brigham Young University.
His previous professional experience includes serving as a wealth strategist at KeyBank and Credit Suisse; holding leadership positions at Utah Valley University; and founding several successful businesses.
In addition to his legislative duties, Moss currently serves as the associate commissioner of Innovation, Commercialization and Economic Development for the Utah System of Higher Education (USHE) and as managing director of the Utah Innovation Fund. He will continue in that role with USHE after assuming leadership at GOEO.
“I’m grateful for the opportunity to continue serving the people of Utah in this new capacity,” Moss said after Cox announced his appointment on May 9.
Moss also promised to help advance the governor’s vision for economic opportunity across the state.
