LOGAN — A 40-year-old former staff member at the Cache Valley Youth Center, awaiting sentencing for sexually abusing a juvenile inmate, has been arrested on another sexual assault allegation, according to law enforcement. Wesley Kendall Allen, who is already being held in the Cache County Jail, was booked Tuesday on suspicion of rape, a first-degree felony.

According to a probable cause statement, Logan City Police officers report that after news coverage of Allen’s original arrest, a second alleged victim claimed she was raped by Allen in 2005. The woman said she was around 16-years-old at the time.

The woman told officers how she was going through a trying time in her life with a past abusive relationship. Allen was a police officer at the time and reportedly aware of the girl’s difficult home life.

The alleged victim said, at the time the crime occurred, Allen invited the girl to his Smithfield apartment. He showed her a Kama Sutra book and then raped her as she allegedly refused. The woman said she was fearful of the suspect, partly due to his ties to law enforcement.

Police verified that Allen was a reserve officer at the time the crime reportedly occurred. They also learned he had been terminated from several places of employment for inappropriate sexual behavior between 2007 and 2022, the affidavit detailed.

In January, Allen was arrested for sexually abusing a juvenile inmate at the youth center, where he was an employee. The teenage girl disclosed how she had a sexual relationship with the defendant between mid-November and the end of December 2022.

During police’s interview, the girl explained how Allen was going to help her get a driver’s license and passport so they could flee the country and live together. He also told her to “lie” and tell people nothing happened, when the investigation started.

In March, Allen accepted a plea deal, pleading guilty to object rape, a first-degree felony; two counts of forcible sexual abuse and one count of sexual exploitation of a minor, both second-degree felonies; and witness tampering, a third-degree felony.

Police attempted to interview Allen about the new allegation Tuesday. He requested his lawyer and would not answer any questions.

According to court records, Allen is scheduled to be sentenced on the first case May 8. That sentencing might be postponed due to the new pending case.

Individuals arrested and charged in complaints are presumed innocent unless or until proven guilty beyond a reasonable doubt in court.
