FRANKLIN COUNTY, Idaho — A 21-year-old Cache County man drowned Sunday afternoon in Foster Reservoir, north of Preston. The incident was reported at approximately 5:30 p.m. near the south shore of the lake, along Highway 34.

Franklin County Sheriff David Fryar said in a press release that Franklin County Dispatch operators first received a call reporting the possible drowning. The caller said an adult male was on a small raft and had tipped over approximately 30 yards off of the shore.

A witness saw the victim struggling in the water for a short time and then was not seen again.

Fryar said an on-duty law enforcement personnel arrived on scene but was not able to locate the 21-year-old. The Franklin County Sheriff’s Office, Franklin County Search and Rescue, Franklin County Ambulance, Franklin County Fire District, Idaho Fish and Game, Preston City Police Department and volunteers were all dispatched to the reservoir to join the search effort.

The victim was located and recovered at approximately 7:30 p.m.  The name of the victim was withheld, pending notification of family.

Fryar said the sheriff’s office was extending their thoughts and prayers to the victim’s family and friends after the tragic accident.

An investigation into the drowning is still underway.

Fryar expressed appreciation to emergency personnel and civilian volunteer who helped in the recovery effort. Members of the Bear Lake County Sheriff’s Search and Rescue Dive Team were also enroute to assist but turned around after the victim was recovered.
